Longview Records Open to Search

Access depends on the record, not just the name on it. Washington's PRA, chapter 42.56 RCW, generally reaches identifiable records prepared, owned, used, or kept by an agency. Court files follow court rules, while vital records use a separate statute and order process. The first check should be the custodian and the kind of product needed.

An online result is often just a finding aid. Sealed court material, protected addresses, library-patron identities, health data, account identifiers, and some victim or investigation details remain closed or redacted. Agencies should release the nonexempt remainder and explain each exemption they apply.


Cowlitz Recording Beyond the Web

The Cowlitz County Auditor Recording Division keeps deeds, deeds of trust, releases, liens, plats, surveys, marriage returns, and more than 150 kinds of recorded instruments. Its remote index can lead to a party, document number, date, type, and parcel reference. Yet the published page does not state the first year available online. That gap matters when the name or image does not appear.

The useful fallback is unusually strong. A public computer at the Recording office can search and view all documents, which may resolve missing web images or unclear historic coverage. The office is at 207 N 4th Avenue, Room 206, Kelso, and is open Monday through Thursday, 7 a.m. to 4:30 p.m. Call 360-577-3002 before a time-sensitive visit.

Note: A grantor transfers an interest, while a grantee receives one; neither role proves that the person lives on the parcel now.


Longview Parcel Records by Three Keys

Cowlitz Property Info visibly offers Address, Parcel, and Property ID modes. An owner-name mode was not confirmed on the opening screen. Results may show the parcel identifier, physical site address, taxpayer or owner name, tax mailing address, legal description, value, improvement facts, and map links. The service also displays Washington's limit on releasing lists of individuals for commercial purposes.

Where tax or assessment correspondence goes, which may belong to a trust, manager, or estate.
Legal description
The lot, block, subdivision, or survey-based text that identifies the land.
Parcel ID
The database key used to connect the assessment, map, and recorded land filings.

The Cowlitz Assessor launch page links the Assessor Map and related property services. Its map helps confirm city limits, parcel relationships, and jurisdiction, but it is not a legal survey. That distinction is vital around Longview postal areas where a mailing city does not prove the land lies within city government boundaries.

Use the map for location context, then rely on the parcel record, deed, or survey for the fact each one is meant to establish.


Longview Permit Records by Address

The City Building Division provides a permit and property-record search by address. A permit can connect a site with project type, dates, applicant, or contractor. Those names are not interchangeable with the deed owner or current occupant. Confirm ownership through the Assessor and Recording records before drawing a conclusion.

Online permit issuance is limited to eligible “One Stop” permits. Plans and older files may use a different submission or request route. Scanned permits, code-enforcement files, and related property documents can reach into the 1920s in some cases, but coverage should be checked for the address at issue.

Identity check. A deed party, taxpayer, permit applicant, contractor, and registered agent describe different legal or administrative roles. Compare two official sources before treating names as the same person.


Longview Court Index and Files

The Washington Courts case search can be searched by name or case number, then narrowed by court or court level. A result may identify the case number, court, title, parties, case type, and filing or status context. A docket may add events, hearings, issues, judgments, and disposition. It does not mean every pleading image is online.

Cowlitz Superior Court handles major civil, felony, family, probate, and guardianship cases. Cowlitz District Court handles limited-jurisdiction matters and the municipal arrangement listed for Longview. The generic county PRA portal does not supply court case files. Ask the proper clerk for a named case number, document title, and filing date.

The Superior Court request form supports email, pickup, or mail. Research requests should allow at least two weeks. Plain copies cost $0.50 per page; certification costs $5 for the first page and $1 for each following page of the document. An unscanned archive search requires a $15 nonrefundable deposit, and other handling or large digital-request charges can apply.

Note: The web index helps locate a case, but the Clerk's filed copy is the official record and may carry access limits.

Longview is not the Cowlitz County seat. The city keeps records made by city departments, while deeds, assessment, Superior Court, and many other county files sit in Kelso. Routing the request to the creator avoids a response that only redirects the search.

Longview Vital Records Use Applications

Vital records are not open through an ordinary PRA inspection. Chapter 70.58A RCW creates specific certificate and informational-copy products. Qualified applicants for certified birth and death records must provide identification, proof of eligibility, and the fee. Anyone may order a Washington marriage or divorce certificate, while a divorce decree remains a court document held by the Clerk.

Washington DOH holds marriage and divorce certificates from 1968 forward. Its base product fee is $25, and the fee is nonrefundable when a search finds no match. Historical transfer occurs after 100 years for births and fetal deaths, and after 25 years for deaths, marriages, divorces, and related events under RCW 70.58A.510.

Select the current form for the event and product. Current forms matter because Washington's vital-record law and system received 2026 updates, including electronic fetal-death reporting through WHALES.


Longview Custody Records Have Boundaries

Cowlitz Corrections inmate information concerns current county custody. The Washington DOC search covers its own prison and community-custody scope, not every arrest or county booking. A booking result can change quickly and may list allegations that have not resulted in a conviction.

Verify a charge or outcome in the appropriate court docket. Police incident, collision, and body-camera material requires an identifiable request to the agency that holds it. Longview Police records use the police channel, while dispatch audio and 911 reports route to the Cowlitz 911 Authority. Victim, witness, juvenile, medical, active-investigation, and safety information may be withheld or redacted.


Longview Records Copies and Fees

Inspection is generally free under the PRA, but copying and delivery are separate. Longview's captured city schedule lists paper at $0.15 per page, scanning at $0.10 per page, $0.05 per four electronic files or attachments, and $0.10 per gigabyte for electronic transmission or equipment. Actual media, postage, containers, and delivery may also be charged. A large request may require a 10 percent deposit.

Recording Division copies follow a different schedule: $1 per page for a noncertified copy and $3 for the first certified page plus $1 per additional page. Do not confuse those charges with the far larger fee to record a new legal instrument. Ask for certification only when formal proof is required.


Cowlitz Alerts for Longview Recordings

The free Cowlitz Recording Notification service accepts a name, parcel number, or both. When a matching document is recorded, its email links back to the recorded document. This can reveal an unexpected filing sooner than a later search would.

An alert is a fraud-awareness tool, not a ruling that the filing is valid or invalid. Contact Recording through its published number and use the linked instrument when checking anything unfamiliar.


Where Longview Record Access Stops

Washington agencies redact exempt material and release the rest when possible. Closed or restricted categories include sealed court records, adoption and juvenile files, confidential family details, recent vital-system data outside authorized products, health information, account and authentication data, and protected victim or witness facts. RCW 42.56.310 also protects library records that identify a user.

The Secretary of State's Address Confidentiality Program under chapter 40.24 RCW gives qualifying survivors and protected workers a substitute address. The actual address should not be exposed through an agency or voter record. Public access never authorizes a person to defeat that protection, track someone, or make repeated unwanted contact.

Lawful personal use. Use open records for civic review, family history, estate work, or fraud checks. Never use a file to stalk, threaten, harass, or harm anyone.


Requesting Longview Public Records

Any person may request an identifiable agency record, with no Washington residency rule. The agency must respond within five business days by providing the record, giving a reasonable estimate, seeking clarification, or denying the request with reasons. That is a response deadline, not a promise that every request will be complete in five days.

  1. Find the creator. Send a city permit to Longview, a deed to the Auditor, a pleading to the correct court, and a state certificate application to DOH or the local registrar.
  2. Use the index first. Save the case, parcel, permit, or recording number, exact name spelling, and a narrow date range.
  3. Describe an existing record. State the subject, department, dates, identifier, and desired format. An agency need not create a new list or answer a research question.
  4. Watch for the response. Reply to clarification, estimate, deposit, and installment notices so the request remains active.
  5. Choose the copy type. Inspect without charge when offered, order a plain copy for research, and pay for certification only when needed.
  6. Review a denial. Ask for the cited exemption and available agency review. A disputed PRA denial may be brought in Superior Court under RCW 42.56.550.

The Washington Attorney General open-government resources explain the PRA and provide guidance. Court access disputes follow court rules, and vital-record denials use the process for those products. Keeping those systems distinct prevents a well-written request from reaching an office that has no authority to fill it.
